Conditions of obtaining Syrian certified accountant license

Ministry of Economy and Trade in Syrian Arab Republic announces the requirements of becoming Syrian Certified Accountant annually. I will publish the announcement of the year 2004, usually the requirements do not change from year to another

Ministry of Economy and Trade announces it starts to accept applications of those who are willing to obtain the Certified Accountant license, applicants should, obtain the requirements listed in the republican resolution /1109/ for the year 1958 which includes the statute of the certified accountants and its adjustments by the republican resolution /144/ for the year 1961, and the regulations decided by the certified accountants committee.
Applicants, who are willing to apply for the license, are requested to apply to the Ministry of Economy and Trade - Internal Trade Directorate - Certified Accountants Department or to the administrations of internal trade in their governorate starting from today till the 31/10/2004.


Hereinafter the list of acceptable works and documents requested and the conditions should be available to obtain the license:



First: the works accepted according to republican resolution 1109 for the year 1958 and its adjustments by the republican resolution 144 for the year 1961 and the regulations decided by the certified accountants committee:

1 – Practice of the works main in accounting or auditing for institutions, public companies or other companies which by law are requested to audit their accounts such as (comprised projects in investment law number 10 for the year 1991 or projects that the law number 24 for the year 2003 requested their accounts to be audited), should be exercising major work in accounting for those private companies in full-time work for a period no less than four years for BA accounting graduates and no less than seven years for other specialty graduates or equivalent as of the date of commencement of work, and should be participant in the social security for the entire term.


2 – Who prepares the balance sheet and final financial statement of workers in the public sector directorate accounts, in construction and economic (Head of the Department of the Treasury - Chief of the Budget – Chief accountant – accounts manager) Finance manager or finance officer for a period no less than four years for BA accounting graduates and no less than seven years for other specialty graduates

3- Key work in accounting is also accepted the (Chief Accountant) for banks' branches, for a period no less than six years for B.A accounting graduates and no less than eight years for other specialty graduates.

4- Inspector for the central system for the financial control / economic and construction sector / exercising his work for no less than five years for B.A accounting graduates and no less than seven years for other specialty graduates.


5- Income tax observer for real profits taxation for a period no less than five years for B.A accounting graduates and no less than seven years for other specialty graduates, in a condition that the observer has sufficient financial assignments on the base of accounting entries and at least the turn over is ten million Syrian Pounds minimum in condition that the accounts were audited by certified accountant, the committee will decide whether to accept the work of the observer on the base of importance, size and the nature of the work assigned to him.

6- Employees at the Directorate of Public institutions of economic nature, and personnel in the Directorate of the public debt, their work related in preparing budgets and study the final financial statements and feasibility studies for a period no less than eight years for B.A accounting graduates and no less than ten years for other specialty graduates, and it is up to the committee whether to accept or not to accept the work experience mentioned above

7- Auditing trainee in an auditing firm for a period no less than four years for B.A accounting graduates and no less than six years for other specialty graduates, the trainee should be registered in the social security for the entire term and paying his income tax, also should be practicing full-time work at the auditing firm, and his signature is recognized in the auditing firm, it is up to the committee whether to accept or not to accept the work experience mentioned above, depending on the activity of the auditing firm and the type of work assigned to the trainee, and to the extend of which of the auditing firm adopts the reports prepared by the trainee.

8- Teaching accounting or auditing in a faculty, commercial institute, or commercial high schools:

A- University teachers average of 9 teaching hours per week for a period no less than Four years for B.A accounting graduates and no less than Six years for other specialty graduates

B- Teachers of institutes or the teachers of commercial schools with average of 13 teaching hours weekly according to the following:
- Teachers in the intermediate commercial institute for a period no less than Five years for B.A accounting graduates and no less than Seven years for other specialty graduate
- Teachers in commercial schools for a period no less than Six years for B.A accounting graduates and no less than Eight years for other specialty graduate


9- One year decrease of experience from the total years of experience requested for the holders of diploma of high studies, or Master degree in accounting or auditing; and two years decrease from the total years of experience requested for PHD holders in finance or accounting


Second : Documents requested for application: the applicants should apply the following documents:
1 – written application signed from the applicant himself according to the form prepared for this purpose, clarifying the requested information with full details, and to mention the date of the last application applied if any, pointing that if he previously passed with the requested documents and in which year, along with a list of the courses he was examined and failed, the form can be obtained from the Internal Trade Directorate (Certified Accountants Department) in the central management or from the internal trade directorate in the governorate
2 – A photocopy of the personal ID or civil registry paper with the legal stamp on it
3 – Judicial record issued within a period of three months

4 – A document issued by the Military Recruitment Division or from Military Officers Department clarifying the status of the applicant towards the military service including the start and end date for each service

5 – Approved copy of the BA certificate in economic and trade or equivalent, applicants holding non Syrian University certificates should present the original certificate approved from the Syrian embassies abroad and the foreign Ministry in order to equalize the certificate from the Ministry of High Education and should present two approved copies of the certificate, also to present the original certificate of the Baccalaureate approved from the Syrian Embassies abroad and from the foreign Ministry to equalize the certificate from the Ministry of education and also to present two approved certificate, if the certificate is previously equalized then to present a copy of it and inform where is the original certificate is kept.

6 – Official letter from the company the applicant used to work for or currently working for, containing the start date and interruption dates whatever was the reason, and a description of the jobs and duties assigned to him, and worked the acceptable accounting works as mentioned in this announcement after the date of graduation and from the starting date till the date of the application, also it is requested from the public and private sector employee (applicant) to submit a document proofs that he is registered in social security and a document proofs that he paid his income tax for all the period.
7 – Forms regarding the works prepared by the applicant or participated in preparing according to the following:
A Copies of three balance sheets for different fiscal years approved by the management of the companies
B Copies of five different reports for different years regarding auditing, monitoring or inspecting the accounts of a public sector of economic or construction and this is to be supplied by the management of the company the applicant working or worked for
C Statistical record approved by the concerned Internal Trade Directorate, shows the work done by the income tax inspector during the period of his work for the real income category assignees, along with samples of the work done by him, no less than three works for different three years for different activities, attached with the auditors report
D Formal registered letter with a date and reference number from the authority that the school, institute, college, or the academic center is linked to, the letter clears the number of teaching years and the accounting courses taught by the applicant and the teaching hours per week for each course

8 – A receipt of paying the financial fee according to the legislative decree number 6 for the year 1981 with the amount of SYP /250/.
9 – In addition to these documents, the auditor working in an auditing office is requested to submit a document proofs that he is enrolled in the social security and paid all the fees, and a document proofs that he paid the income tax for all the period of his work, also to provide a letter from the office he is working for which clears the work assigned and this letter should be signed from the certified accountants association

10 – Work experience certificate from outside Syria should be approved as requested
by law

Third: The requirements should be available in the applications:
A – The application will not be accepted if it did not consist the conditions and documents requested in this announcement, or if the application was applied after the deadline date
B – The non Syrian certificates will not be accepted unless they are equalized
C – A copy of documents from the faculty will be accepted temporary, till the original certificate is processed later
D – All stamps should marked

Forth: Procedures of acceptance and granting the certified accountant license:
1 – The applications submitted will be studied by the committee, the committee will be formed according to item 4 from the republican resolution 1109 for the year 1958 and its adjustments
2 – The committee will decide whether to accept the applications according to qualifications possessed and to documents submitted
3 – The applicant if was accepted by the committee should apply for a written exam, which will be set later by the order of the Minister of Economy and Commerce with the following courses: Auditing, taxation, international accounting standards, Firms Accounting, Management Accounting, Syrian commerce law, investment law

4 – A zero mark will be given for the applicant who tries to cheat in the exam and will not be allowed to apply for the exam for a period of two years but he keeps the results of other passed courses
5 – The failures for two courses at maximum have the right to apply for complementary exam in February 2005 and they will apply under the previous announcement issued by the Ministry No. 12374/6732 dated 18/09/2003 for this period only, for the courses decided and, the current announcement to be applied on all applicants starting from the written exam which will start in July 2005 and that for the courses mentioned in item number three from the section number four


6 – The passed applicants will be granted the certified accountant license after administering the oath in the court which is mentioned in item number three in section number five in the republican resolution number 1109 and show what proves that they are participants in the Syrian certified accountants association (and their names will be listed in the annual list issued by the ministry as certified accountants)

7 – Previous applicants and the applicants who passed the documentation test and did not apply for the written exam, or who applied the exam and failed in one of the courses, it will be enough for them to pay the requested fees submit a new judicial record in a file and should apply the application till 31/10/2004 for the applicants in the complementary period or within a month from the date of names of the failed applicants is announced
